In our role as EL programme manager, we oversaw delivery of Phase 1 – a short EL test stretch that ran for about 4km. In 2010, we started working with VTA to develop an implementation plan for EL on freeways across Santa Clara County. The Silicon Valley Express Lanes Programme was approved by VTA in 2008. The answer was to transform HOV lanes into pay-to-use Express Lanes (EL). In other words, there was spare capacity on the freeways that could be used to reduce congestion. Solutionĭrivers in single-occupancy vehicles often sat in crawling traffic while a small number of vehicles sped past them in underutilised HOV lanes. According to the Texas A&M Transportation Institute, annual delay per peak auto commuter in San Jose – Santa Clara County’s most populous city – grew from 49 hours in 2000 to 64 hours in 2011: a 30% increase.Ĭoupled with the fact that in some places HOV lanes were not being fully utilised, this meant a new answer to congestion was needed. ![]() But the ever-increasing number of road users saw congestion gradually worsen. These were made available only to vehicles with multiple occupants during rush hours. High-Occupancy Vehicle (HOV) lanes were introduced on the county’s freeways in the 1980s. This rapid growth, fuelled by the dot.com boom, has seen an equally rapid growth in congestion on the county’s roads. The county’s population has grown by 400,000 people over the last 30 years: from 1.5M in 1990 to 1.9M in 2020. Santa Clara County in California – often referred to as Silicon Valley – is a global hub of the tech industry. We’re working with the Santa Clara Valley Transportation Authority (VTA) to combat this congestion by boosting the efficiency of existing highways infrastructure. Rapid population growth in Santa Clara County has caused many of its main roads to become heavily congested. ![]()
